in Belleville 111 died Wednesday March 30 2005 at St Hospital Belleville 111 Francis and his wife Clare have recently been residents of Our Lady of the Snows Apartment Community bill they had been active members of the St Luke Parish community in Belleville for over 50 years Mr Schaefer was a founding member and past president of the Belleville Serra Club later the St Clair County Serra Club He was a past Grand Knight of the Knights of Columbus Belleville Council 1028 and past Faithful Navigator of the Bishop Janssen Assembly of the Knights of Columbus He had been active in the Belleville Diocesan TEC (Teens Encounter Christ) Retreat program and in REC (Residents Encounter Christ) a prison ministry program He also helped in the establishment of the National TEC Conference and was on its National Advisory Board for many years For several years Mr Schaefer was the Diocesan coordinator or the Gabriel Richard Institute (GRI) a speaking and motivational training program associated with the Christopher Movement While executive secretary for the Association at the Shrine of Our Lady of the Snows he developed the Speaker Series and the Married Couples Enrichment Program He helped found the Hexen-buckel Neighborhood Association and its Neighborhood Watch Program the first in the city of Belleville He served as a trustee for the Township of Belleville for 24 years During those years he helped promote the development and expansion of the city park system He was also a Republican precinct committeeman for 25 years Mr Schaefer was with the Postal Service for 15 years an insurance broker until age 75 and owner of Duraclean Carpet and Upholstery Services Belleville 111 In World War II he served with the US Army Air Force in the Burma-China-India theatre of the war leaving the service in 1946 as a top sergeant and having been awarded the Bronze Star He was preceded in death by his parents Frank and Margaret nee Buentgen Schaefer his beloved stepmother Prudence Schaefer a brother Neil Janet Lands Belleville 111 a son Dennis (Susan) Vahle of Belleville 111 two grandchildren Stephanie (Jody) White of Swansea 111 and Jason (Lynae) Vahle of 111 two enjoyed working everyday with the youth and educators of this community A perpetual smile graced her face and her motto was say They were words she lived by as she relished every minute she spent with
